The Constitution of the Tennessee Technological University Engineering
Joint Council
Article I - Name
The name of this organization shall be the Tennessee Technological
University Engineering Joint Council, hereafter referred to as the
EJC.
Article II - Objectives and Goals
The objectives and goals of the EJC shall be:
1. To coordinate and promote the joint activities of its member
organizations.
2. To foster high ideals and professionalism in its member organizations.
Article III - Membership
Section one.
Member organizations shall be limited to University recognized
and departmental, professional, or special-interest society within
the College of Engineering. The EJC shall consist of two representatives
from each member organization. The member organizations shall be
responsible for selecting its own representatives. No one shall
be permitted to represent two organizations.
Section two.
Formal application for membership shall be presented to the EJC
by a representative of the applying society. Applications should
be presented at a regular meeting of the EJC.
Section three.
Each member organization shall not pay dues to the EJC.
Section four.
The ex-officio faculty advisor of the EJC shall be the Dean of
the College of Engineering. The faculty advisor shall be a member
of the Engineering faculty appointed by the Dean, or the Dean may
allow the EJC representatives to elect a faculty advisor subject
to the Dean's approval.
Article IV - Officers and Elections
Section one.
The officers of the EJC shall be a President, a Vice-President,
a Secretary, and a Treasurer.
Section two.
The officers shall be elected during the spring term by a combined
vote of the current and incoming EJC representatives of each organization.
A simple majority shall be required for election. The officers shall
be elected from representatives who have served as a representative
for at least six months before the elections. Each organization
is required to elect a new representative to replace the representative
that was elected as an officer of the EJC. Each officer has a vote,
but in accordance with Robert's Rules of Order, the President only
expresses his or her vote to break a tie.
Section three.
The President shall be the chief executive and shall preside at
all EJC meetings. He or she shall be empowered to appoint committees
as may be required.
Section four.
The Vice-President shall preside in the absence of the President.
He or she shall also serve as Parliamentarian and Engineer's Fair
Chairperson. In the event such an individual can not be elected,
the council may elect officers from remaining members accordingly.
Section five.
The Secretary shall keep minutes of all EJC
meetings and activities and the addresses and telephone numbers
of each representative. The minutes of each meeting shall also
be approved by the President and Advisor. A copy of the minutes
shall be kept in a permanent file for future reference. The Secretary
shall serve as the chair of the Public Relations Committee.
Section six.
The Treasurer shall keep a record of all transactions to be approved
by the President and Advisor. These transactions shall include all
purchases for the council and all monies related to fund-raisers.
He or she will also work closely with the committees to help coordinate
activities that involve the handling of money.
Section seven.
At the end of their term of office, the officers shall prepare
a report of all EJC activities for the previous term. Copies shall
be presented to the incoming officers and one copy shall be kept
in a permanent file for future reference.
Article V - Meetings
Section one.
Regular meetings shall be held as specified in the By-laws. Special
called meeting may be held at the discretion of the President who
shall provide at least two days notice before such meeting is called
to order.
Section two.
All meetings shall be conducted in accordance with Robert's Rules
of Order and shall be open unless a majority votes otherwise. No
one other than representatives, the advisor, and officers may participate
in discussion unless otherwise requested to do so.
Section three.
A quorum shall consist of 4/5 of the representatives including
the officers.
Section four.
Each representative, alternate, officer, and advisor shall have
one vote. The President shall not express his vote except to break
a tie.
Section five.
If in one year one representative or alternate having three unexcused
absenses from either regular or special meetings shall not continue
to represent his or her organization. The member organization shall
then elect a replacement for the dismissed representative. Any dismissal
shall be reported to the President of the member organization, the
faculty advisor of his or her organization, and the EJC advisor.
Article VI - Amendments and By-Laws
Section one.
By-Laws consistent with this constitution may
be adopted by the EJC. By-Laws may be proposed by any society
representative or EJC officer or EJC advisor. Proposed by-laws
shall pass two readings before being ratified. Two readings may
not be held during the same meeting. A 2/3 majority of all representatives
shall be required to ratify any proposed by-laws.
Section two.
Amendments to this constitution may be adopted by the EJC. Any
society representative or EJC officer or EJC advisor may propose
amendments. Proposed amendments shall pass two readings before being
ratified. The two readings may not be held during the same meeting.
A 2.3 majority of all representatives shall be required to ratify
any proposed amendment. Once an amendment has been ratified, the
amendment shall take the place of the Constitution's law. This action
will effectively rewrite the proposed section of the Constitution
and shall become effective after passing activation as defined in
Article VII. The second reading and activation may take place at
the same meeting.
Article VII - Activation
This constitution shall become effective after a 3/4 majority-passing
vote of all of the representatives is recorded an approval of the
Dean of the College of Engineering. After such activation, all other
EJC Constitutions shall become void, but should remain in a permanent
file for future reference. |
